I cannot see where you are getting the "date" function shows: "Year <date
entry box> = number" from with the built-in function "date". When I type"
=date" into a cell I get an option of DATE and DATEVALUE with DATE selected
and a definition "returns the number that represents the date in
Microsoft-Excel Date-Time Code". When I add an opening parenthesis so it
becomes "=date(" I get the names of the parameters in the form
"DATE(year, month, day)" with the word Year in bold to indicate what
parameter I am next expected to enter.
It may be a little different in earlier versions of excel (I use 2010) but I
do not recall anything like you describe. What version are you using?
Are you talking about what comes up as you type in the function or about
help screens? If it is help screens they are written separately from the
functions and say whatever the author puts into them. Even so I do not
recall anything from a help screen like you are describing. More
information of how exactly you get the "Year <date entry box> = number"
would help us to understand your question.

When using a built-in function there is some information about the
parameters. Example: the "date" function shows: "Year <date entry box> =
number" and in the description area there is some explaining text about what
data can be entered for "year" besides the general description of a
function.
For user defined function I have 2 questions:
1) I can see the "Year <date entry box>", but how can I add the data type
("= number") to it?
2) Besides the general description for the function, how can I add also a
description to the parameter name ("Year")?
