I believe uploading to the goups file area is limited to moderators. If you want a file uploaded you need to send it, with a small description preferably, to a moderator. This is one of the measures designed to stop bad guys doing bad things.
It doesn't matter actually, within reason of course, how much code you post... but yes it's a good idea to have it relate to the question asked.

However, make sure that you are posting small amounts of code, directly
