Because you can't use the website positioning portion of the URL (the "#"
sign and everything following it).

I can't tell, because it requires a login.
Typically, to grab data from a web page with security, you first need to
create an IE security cookie by logging in with either the EXCEL Web Query
dialog (preferred) or with IE.

Depends on how they do the web page. Google has tabs like that and all the
tabs do is hide and unhide sections of the web page. So all of the data is
on the web page. It's just the browser is only showing one section at a
time. Another option is for the "tab" to actually go to a new web page.
It's impossible to tell without looking at the how the web page operates,
and checking the source code of the web page.
