You said it failed because you tried to do something with a CSV file. The
instructions indicate an XLA file.

The RCHGetElement codes 992 and 2725 seem to return the most recent ex-dividend date for most, but not all, stocks. Is there a way to always get the next upcoming date?

Only if you can find a better source. Yahoo is notoriously slow at updating
them. I use GuruFocus most often.
I keep my own workbook with projected ex-dividend dates, based on the
ex-dividend date from the prior year, and compare that to the GuruFocus
date, and then use the most appropriate date.
My "estimated ex-dividend date" often gives me a heads-up before the
dividend gets declared.
An example of that workbook is the first table in this blog entry:
