Not tried this yet myself but have you tried Autofil?

If I select a group of cells then autofil, that whole group of cells is copied.

ome cells are merged together.
Can I copy the row heights and merged cells *repeatedly* downward until I

Then I would not have to format the cells and rows as I go along. Is that
ossible? I tried format painter, but it won't let me do the merged cells.
