Robert,
It's quite possible that what you want can be accomplished by using a
logon script to configure excels group policy settings at log on. I
would need a bit more information but I'm pretty confident that if
you're familiar with VB or any of a few other languages that a batch
file or VB script can be written that runs after windows starts that
can set most of the settings for excel. One place to start would be
