Creating a Ranking System

Hi All,
I have been looking for a way to create a ranking system of stocks after i ran a screener to eliminate the majority of stocks. I was wondering how difficult of a task this would be. It would be best if there is something similar to this to work off of but i have not had any luck find this. The ranking system would use technical and fundamental techniques.

I would suggest looking at something like stockscreen123.com or
portfolio123.com.

Unfortunately, none of the site that ran stocks provide their ranking
criteria.
Everyone of us trades differently, therefore it would be almost impossible
to provide you much help without knowing how you trade.
Are you daytrading, swing trading, long term investing, or do you look to
hold for a fixed period?
How much risk are you willing to take on any single position?
Are you looking for long positions or short positions? Van Tharp has a
method of ranking based on the stock efficiency rating.
What trading strategy are you planning to use for the trades?
The easiest part of trading is finding candidates, one of the hardest is
trying to decide how you will rank them. What factor do you use to evaluate
stocks. Which indicators do you use. Do you rank one indicator over another?
There are thousands of way to rank stocks but it has to match your method of
trading. You can rank by "Risk", reward, risk-to-reward, number of shares
per position. I can go on and on.
I'd be willing to help you with it if you can answer these and more
questions.

One possibility may be to use MSN Stock Scouter..to create a list of your stocks and rank them by their rating, which I believe includes technicals and fundamentals..though the details are not given.
