You can certainly open a PDF file with many of the functions, but you
probably can't really extract anything. The source code of the PDF file
generally isn't viewable data. In general, it will just look like a bunch
of garbage characters.
But I have extracted data from PDF files in the past. It all depends on how
they are created.
