Yes and no.
I had tried it on a work related Excel spreadsheet that a predecessor
had locked with a password and without documentation.
For short passwords 3-4 characters, the freebie versions of those
will work. For longer "strong" passwords, not even the paid versions
work on all files. But overall, you are right; the password will not
keep out someone determined.
The various ZIP plus password programs use far more secure encryption.
