I do not believe that Windows itself has the capability to compress with a password automatically. Someone please correct me if I am incorrect in that.
A couple of options:
Windows can add a password to an encrypted file:

Code could be used to select the keys to do that.
7zip could be used in a command line to encrypt with a password.
