In most cases, you just need to create the IE security cookie, by manually
logging in with the EXCEL Web Query Dialog (preferred) or with IE. But it
does depend on how the site does security. I've only run into two sites
that don't use a security cookie, and those are more difficult (e.g.
OptionsXPress).
Some security cookies only last for a few hours, others can last months.

Why would you even *care* about any volume numbers of QQQ? The volume
doesn't mean anything, because the prices of an ETF aren't driven by supply
and demand. Plus, the creation and redemption units wouldn't be included in
it.
I would think you'd use the volume from ^IXIC instead. Isn't it a composite
volume of the underlying equities? What would it mean if a volume analysis
of ^IXIC indicated something different than QQQ?
Also, IMO, on a normal equity, the average per day would be more useful
than total weekly volume. You wouldn't want any type of volume analysis to
be affected by a 20% drop in volume because there were only 4 trading days
in the week. I wonder if they adjust the average for half-day trading days?

The best method would probably be to retrieve the daily data and convert it
into weekly data yourself.

I'm trying to use RCHGetElementNumber to pull MorningStar Yearly Total Returns; for example element #4857 and ticker TWEAX.
MorningStar reflects 11.23 (2012 TR) but the excel formula result is 11.20. The values are rounding and the excel formatting does not seem to be the issue.
Any simple ideas on a fix? thanks.
