In the CSV file, the text is simply a string of digits. If you open that
again in Excel, it will be treated as a number.

But your shouldn't create a CSV from Excel and then reopen it in Excel.

Look at the CSV file your created with a text editor. You will find that
the text numeric string is there in full, if you formatted as text before
entering the value. This means that your downstream program will get the
full information.
