I'm not sure what to tell you. I copied and pasted both of your formulas
and they both worked fine for me.

I would go with a simpler version of the formula, and pick up the ticker
cell from a worksheet cell. For example:

=RCHGetTableCell("
http://investing.businessweek.com/research/stocks/financials/pensions.asp?ticker="&C27,1,"options
outstanding")
