As of 3pm edt, it's working. Since it keeps coming back, I'm optimistic that Yahoo intends to fix it.

Not working for me in Austin, TX as of 2:56 PM on 8/11/2015. I can download a CSV historical prices file for a specific stock from Yahoo Finance.

I followed Randy's advise and posted a problem with yahoo summary page any stock on the top right side.
Others have posted the error message "Yahoo - 400 Bad Request".
From reading the yahoo team responses they think it is only the individuals browsers not a yahoo software glitch.
Perhaps if others posted also, Yahoo might take this more seriously?
I hope they fix it ASAP.

If you can post the URL of the problem ticket, people can go there and cast
votes to fix the problem. That will elevate the priorities of the Yahoo
team.
