There are no drop-down boxes for date selection available on the website at
the moment, for the quarterly and annual financials. Hopefully, a temporary
issue...

I know of target prices available from Yahoo, Zacks, and FinViz:

=RCHGetYahooQuotes("MMM","t8")
=RCHGetElementNumber("MMM",849)
=RCHGetTableCell("http://finviz.com/quote.ashx?t=MMM",1,">Target Price")
